The illegal alien who allegedly lit a woman on fire was receiving social services from New York State at the time of the incident.

Sebastian Zapeta-Calil was deported on 6/7/2018.

According to @BillMelugin_, DHS has no record of him entering the U.S. after that, meaning he snuck back into the U.S. without any encounters.

It is unknown how Calil was able to receive services from NYS.
